The Study of Estimating Household Catastrophic Health Expenditure using Korea Health Panel Data

Abstract
Catastrophic Health Expenditure(CHE) is a concept to measure financial loss of households due to medical expenses. Changes in the occurrence of this trend can tell us how effectively the benefit coverage enhancing policy works, as well as what the impacts of the catastrophic health care spending are on personal life. This study was conducted to calculate CHE indicators for international comparison using Korea Health Panel data, after reviewing validity and feasibility of the KHP data. To calculate out-of-pocket health expenditure, household``s capacity to pay, and catastrophic health expenditure, we used the definition and calculation method proposed by WHO(2005). This process also includes comparative analyses of distributions with the data from Bureau of Statistics`` household survey data to ensure data validity. As a result, 3.69% of the households were found to be currently facing catastrophic medical expenditure in 2010, and 4.26% in 2011, as lying more in the households with lower consumption expenditure, and in 2-person or single person households. Additionally, this study also describes the characteristics (composition of health expenditures, disease-specific health expenditure) of catastrophic health expenditure caused households, compared to the whole households. The health expenditure in inpatient services and the proportion of expenditure due to neoplastic diseases was relatively higher in the households with CHE than the overall.
